Thelma Pelych Advancement Scholarship Award
A. COMMITTEE
- The Scholarship Committee and the Officers of the New York State Society of Municipal Finance Officers shall administer the Scholarship Fund.
B. AWARDS
- The Scholarship shall be awarded on the basis of merit, character and financial need to members of the New York State Society of Municipal Finance Officers. Course of study should be directed to Public Administration/ Finance.
- There shall be an annual award to be determined by the Scholarship Committee, with the approval of the Officers, that shall be awarded to qualified and worthy recipients under the provisions of this scholarship who are enrolled, or who anticipate being enrolled, in academic courses leading to a degree or further advanced degree OR those who are taking courses in the advancement of their profession in the areas of Public Administration or Finance.
- The winner of the scholarship award shall be declared and the award shall be presented to the recipient at NYSSMFO's Annual Fall Training Meeting.
- If, during the year and prior to the Society's Annual Meeting, no applications are found eligible for scholarships, no award shall be given that year.
C. ELIGIBILITY
- The scholarship shall be awarded to members of the New York State Society of Municipal Finance Officers.
- The scholarship shall be awarded to a qualified and worthy recipient under the provisions of this scholarship fund who is enrolled or anticipates being enrolled in a college or university leading to a degree or further advanced degree or those who are taking courses in the advancement of their profession in the area of Public Administration/Finance.
D. QUALIFICATIONS
- Proof of financial need may be requested in selection in cases where all other factors appear equal. In no case shall the award in combination with other scholarships or fellowships exceed the cost of tuition, textbooks and other scholastic fees.
- There shall be a lifetime limit of $1500 awarded to any one person.
E. APPLICATION FORMS
- The application for the scholarship award shall be made on an official scholarship form provided by the Society. Annual cut-off dates shall be June 1 and November 1.
- Proof of course enrollment of the applicant may not be required at the time of application, but the award is contingent upon the recipients proof of course enrollment prior to the award.
